Update - May 29, 2026
Starting June 1, Cornwell Street at the intersection with North Ingalls Street will be closed as contractors make final connections for a new water main. Both the M64 and M66 parking lots will remain open and accessible through the temporary driveways on North Ingalls Street. Pedestrian traffic will also be maintained between the two lots through the driveways on Cornwell Street.
This phase of the project is expected to continue for several weeks while crews complete the water main tie-in and required system testing.
update - may 1, 2026
Construction of the new Cornwell Place Child Care Center is well under way, with a fall 2026 estimated completion. The contractor anticipates a partial re-opening the M65 (back) parking lot soon. When the M65 lot is partially re-opened, they may need to close a few spaces at the east end of M66 to accommodate work on the front of the new building, however the net result should be an overall increase in the number of available parking spaces.
The City of Ann Arbor is beginning a project to replace the underground water mains on North Ingalls and Kingsley Streets. The project encompasses North Ingalls Street from Huron to Kingsley, and Kingsley Street from North Ingalls to Detroit Street. Work will replace an aging water main that has a history of breaks and creating other improvements to improve reliability and water pressure. Also, the project includes resurfacing the street, replacing damaged storm sewer structures, and changing some traffic patterns.
As a part of this project, the city is also considering the restoration of two-way traffic on North Ingalls Street between Huron Street and Kingsley Street, and Kingsley Street between North Ingalls and State Street. During construction, vehicular and pedestrian traffic to School of Nursing buildings will be maintained, but motorists should expect some posted detours. More information will be shared as details become available.
Update - September 25, 2025
While construction on the new child care center has been progressing, due to a number of unforeseen structural issues, the target date of reopening Cornwell Place is now expected at the end of October. To help during this extended closure , the construction team will re-sequence work that is occurring in the east end of M-66 to open up an additional 10-12 parking spots for use during the month of October.
Once Cornwell street is reopened. and access to M65 is restored, the construction team will reclaim those 10-12 spots for construction laydown space. Additionally, 5-6 parking spaces in lot M64 are temporarily closed through Monday, September 29.
Update - July 18, 2025
Cornwell Street is scheduled to close starting Monday, July 21, continuing through the end of September. Once the closure takes place, please note that the only way to enter and exit M64 and M66 will be via the new temporary driveways off North Ingalls Street.
Once Cornwell Street is closed, M65 will no longer be accessible, except for emergency vehicles. Please do not park any vehicles in M65 after Sunday, July 20. Your vehicle may be towed if it is parked in M65 after Sunday evening.
During the Cornwell closure, for your safety, please do not attempt to cross Cornwell mid-block. There will be signs and fencing in place to help prevent mid-block crossing of Cornwell. Any crossing of Cornwell Street should be done at the far west end of Cornwell, at the sidewalk along North Ingalls Street.
Update - July 14, 2025

Construction of the expanded M64 parking lot is underway. The grass and topsoil have been stripped away, aggregate base is being installed, and the temporary driveways have been cut into North Ingalls. New this week, we are experiencing some additional parking closures related to the construction:
- In M64, all of the blue parking spots are closed while they work to tie in the new parking area to the existing paving.
- In M66, an additional 8-10 blue parking are closed while they demolish the east end of the parking lot.
The opening of the new, expanded M64 parking lot and the subsequent closure of Cornwell Street is scheduled for Monday, July 21. They will open the new expanded parking lot and then close Cornwell Street. The opening date may fluctuate a few days depending on weather, but the expanded M64 lot will open prior to Cornwell being closed.
Once Cornwell Street is closed, entrance to the M64 and M66 parking lots will be via the temporary driveways onto North Ingalls Street. M65 will be closed completely while Cornwell Street is closed.
Cornwell Street is expected to re-open at the end of September, at which time M65 will also also reopen.
Additionally, construction on the granite steps at the Nursing 1 main entrance is nearing completion. The sub-structure has been repaired, the granite has been reset, and a few sections of concrete sidewalk will be repoured this week. Re-opening the front entrance is anticipated by the end of the week (weather depending).

Update - June 30, 2025
The City of Ann Arbor has issued the permits necessary for curb cuts and temporary driveways. Construction of the new gravel parking lot to the west of M64 is expected to start this week. It may be necessary to close down a few parking spots in M64 and M66 as they tie in the new gravel lot and temporary driveways.
The closure of Cornwell Street has been pushed back several weeks. The closure is now anticipated to start between July 17-28. The contactors are awaiting delivery confirmation of materials such as valves, piping, vaults, catch basins, etc., before closing down the street and starting underground work. They are still planning to expedite the work and re-open Cornwell Street at the end of September.
Update – June 17, 2025
Work on the new Michigan Medicine Child Care Center has begun. The Child Care Center is a new building that is being constructed at the east end (dead end) of Cornwell Street.
As you may recall, the original plan was to construct a temporary gravel parking lot in the lawn area in front of the 400 N. Ingalls building, then close down portions of the M65 and M66 parking lots and the entirety of Cornwell Street for several months for underground utilities work.
Due to permitting delays, the timeline and sequencing of construction closures has changed. The new plan is as follows:
- Currently there is a partial closure of M65 and M66. Approximately 50% of the Blue parking spots surrounding the 400 (Nurs 1) and 426 (Nurs 2) buildings have been closed for construction.
- Construction of the temporary gravel lot was delayed but is expected to begin this week. This new gravel lot is scheduled to be completed and opened prior to the closure of Cornwell Street.
- The full closure of Cornwell Street is now scheduled to begin on July 7.
With this revised construction sequencing, parking near the two Nursing buildings is limited. Please plan accordingly and have a back-up parking plan in mind. Additional Blue parking is available, including:
- M61 Glen structure, the M5 Catherine structure and the M86 Ann structure are nearby.
- M93 and M99 Wall Street Structures usually always have available parking. Bus service is available via the Wall Street-NIB Bus route that picks up and drops off in front of the 300 N. Ingalls.
- N13 Fletcher structure and N26 Palmer structure are also options that are located near the Power Center for Performing Arts, which is a quick walk down North Ingalls Street.
- Street parking in the surrounding neighborhoods is also available, just be sure to pay attention to time limits and signage.
Update – May 19, 2025
Construction on the new Michigan Medicine child care center will begin this summer. This project was announced several years ago, and will be located at the end of Cornwell Street, on the property formerly occupied by the Michigan Transplant House and the Wirt & Mary Cornwell house (these buildings were demolished in 2023 and the area is currently surrounded by a temporary fence).
Phase 1 - Now through ~June 10
The construction contractor will begin mobilizing on site this this week. They will be placing a construction trailer in the M65 Parking lot (this is the parking lot on the east side of Nurs 1, which many people refer to it as the "back lot") and then begin construction on a new temporary gravel parking lot that will be located in the lawn area west of M64 (at the southeast corner of North Ingalls & Cornwell). This temporary gravel lot is being installed in preparation for phase two of construction.
Phase 2 - June 10 through September
Starting around June 10 (provided approval is received from the City of Ann Arbor), and continuing through the end of September, Cornwell Place will be closed to traffic in order to replace the underground utilities located under the roadway and sidewalk. As this closure will cut off all access to the M64, M65, and M66 parking lots, the contractor will install temporary driveways from North Ingalls Street into the newly constructed M64 west parking lot, and into the M66 lot (Nurs 2 blue and visitor lot). The entire M65 parking lot will be inaccessible while Cornwell street is closed from June through September. Specialty parking spots in the M65 lot will be relocated during this phase and pedestrian detours will be posted. U-M AEC is working to expedite this phase to complete over the summer months, to minimize disruption in the fall.
Phase 3 - September through August 2026
Cornwell will reopen to traffic in September 2025. The construction staging and laydown areas in the M65 and M66 lots will remain until the project is completed in the fall of 2026. Once construction is complete, access will be re-opened to these portions of the parking lots. The temporary gravel M64 west parking lot will be paved and will become a permanent parking lot.
